Error p0659 actuator supply voltage a

Hi all i am showing error code p0659 actuator supply voltage a circuit high i clear it and it still shows as pending when i am driving the car is sluggish esp when i im in 3rd or 4th gear and put the foot down.

and vcds doesnt show this error only the obd2 scanner
