Has anyone rebuilt a 1.6 TDI DBKA Engine top end ?

Please see the attached photo...

 

Does anyone know how the timing marks should look on the two meshing gears on the camsfafts (opposite end to the timing belt)  - i.e. when the Camshaft sprocket is in the correct setting position & locked in place with the arrow pointed upwards ?

 

Please note.... the photos show two different camshaft "units".........one of the photos show the original camshaft (still on the engine which no longer  appears to time up correctly - is it possible one of the camshafts has rotated inside the meshing gears ?

 

The other photo shows a new camshaft unit that has been purchased and the timing marks do not line up at all ?   (Has this been manufactured incorrectly ???)
