I need to buy a replacement bumper and Ive found one with the same colour which would require minimum touching up however it doesnt have the headlight washer jet cuts out and bracket. 

 

Therefore would it be possible to retrofit into a bumper using the existing bumper parts/mounting?

You'll need washer jets for the MOT.

 

I think you can just cut the holes but you might need to transfer the brackets from your old bumper to hold the jets.

 

Just as an example from a MK2 Octavia:

 

You need headlight washers for an MOT yes.

And regarding cutting the holes, by the time youve sourced the correct brackets and cut the holes perfectly you may as well of got the correct bumper in the first place. 

Can't I use the bracket off the existing bumper?

I stupidly bought off a bumper off ebay as it was colour match without realising that it didn't have the washer jet cut outs but had the pdc holes! 

 

The issue I'm finding is that I can find a bumper with the correct spec but not the correct colour match or vice versa! 

 

Not sure if I can't my existing one plastic welded in certain palces

I don't have any close ups, but there is bunch of brackets n clips for the piping required for the headlight washers, not to mention the bracket for the washer itself.

 

Maybe u can remove them from ur existing bumper and transfer them to the new one, so all u need to do is make the cutout for the washer.
