Licence plate light circuit fuse rating

I've had some issues with a rather ****e repair (Arnold Clark, no surprises there) of one of my licence plate light units.  It was a repair centre, and suffice to say I'm sick of going back to them about it so I want to effect a repair myself.  I may have a small bit of wiring to do and wanted to make sure I got components e.g terminal block, appropriate for the circuit fuse rating.  I thought that knowing the fuse rating for the circuit would help me out.  What I'm confused about is that why, after investigation the licence plate needs a 40amp fuse (Number 4: Right-hand light, rear fog light, licence plate light).  I'm sure it's correct but it seems excessive for a few bulbs!  Have I missed something here?
