Washer bottle sensor access

Hi all, I hope this is the correct forum for this question. 

I have '67 plate octavia estate 1.6tdi

The washer bottle sensor is malfunctioning, reporting a low reservoir when it's full. 

I can't seem to get access to the sensor. 

Is it easiest to remove the bumper, the wheel arch cover, or some other method?
