Adaptive Cruise Control retrofit/coding?

Hi guys, I am on the brink of buying an already manufactured new Octavia mk4 which would be equipped with Front assist radar and Lane assist Camera. 

 

Since I cannot add anything additional as extras my question is - would it be possible to add adaptive cruise control (the car has only standard CC) via adding the 3rd stalk and/or changing the steering wheel with the additional buttons? 

 

I have read almost every topic in the forum but I am still not sure if that can be done by myself through coding (with the necessary equipment) - i have read that there are few codes that are only generated through the official website/system of VAG group and I can't wrap my head around if that would be a dealbreaker.

ACC is a licensed feature. We charge £1200 inc. VAT for an activation code for up to 8 features. You'd then require replacement stalks, trim and software changes

I forgot to mention that unfortunately i am not situated in the UK but oversees.

 

So on top of 1,2k I would need additional coding for extra cost? 

 

And by trim you mean steering wheel?
