Lights system fault

Looking for any advice

Car came up with light system fault today,checked all lights etc and they are all working.

However I noticed the front dipped.beam is on all time. When lights are off, on some lights and obviously on dipped.  It is 2019 1.6s with no auto lights fitted, just an on or off.  Changing the daytime running lights option to on or off and that doesn't have any effect.

I tried to connect a diagnostic tool but the obd has also given up the ghost.

Has anyone got any idea or had this happen before. 

I have also disconnected the battery for a period of time.
