Take the steering wheel off again and put it back on as straight as you can get it. That's it. The splines on the steering column and wheel are too coarse to achieve perfect adjustment.

Ok, put the front wheels straight, then put the steering wheel as straight as you can get it, noting that it might well not go perfectly straight.
