Licence plate lights not working

Neither of the two licence plate lights on my wife's Roomster is working. I've replaced both bulbs and checked the fuse (fuse no. 17) which is not blown.
Any ideas anyone?

There's a strong possibility that the relevant wire has broken, in the bellows where the wiring enters the tailgate.
