Wipers & Blower motor not working

My daughter has a 2010 Skoda Fabia. After starting from cold the wipers & the blower motor do not work, so she has to sit for the first 5 minutes until they start to work so she can clear the windscreen. I thought it was a relay under the drivers side dashboard, so i purchased the equivalent Hella relay & swapped it over. However summer came & she not had to clear the screen, so she has just told me the problem still exists. Can anyone steer me in the right direction please.

1K0 951 253A was the relay number I replaced
