Which IMHO is a joke. I know some people take the ****, but others don't. This is just a new thing required to make the programmers life easier when (badly) designing a government IT project.

Nothing to do with easier programming; it's all to do with extracting the maximum amount of revenue for the minimum of effort. Catching real dodgers would need someone to do work.

I disagree it makes the life easier as they can adapt the laws to suit the system they have already written, rather than having to write a system that can cope with the laws.

My point was that the system exists to maximise revenue for minimum effort, rather than to punish the owners of illegal vehicles.
