Under the sterring wheel is a shelf with a little cover that can be prised off.

Mine is there.

to the right of the steering wheel (on a rhd model) down a bit, there's a small shelf effort at the bottom of the dash facia. it's in there.

Why can't VAG put it in the same place on all their cars

The OBD regulations state something like it must be within reach of the driver.
