PC cam very dark - help!

I have an older laptop - problem is that any PC cam plugged into the USB ports comes out extremely dark and even with adjusting is not really useable.

Tried different webcams - no difference.

I've uninstalled any old drivers and re-installed the webcam drivers,

thanks for any advice
