vrs burning smell

hi can any1 help ......ive got an 04 vrs octavia taxi,when i boot it i get a burning smell from behind the dash board,when i boot it the engine seems to die on me,ive had a look under the dash and i found under the fusebox terminal 30 is getting red hot could this be an earth problem as ive been told its part of the starting wiring loom?
