I live here and stupid drivers like this are common. Roads are mostly empty in the winter spring months but not in the summer. Summer its slower than inner London !!! Police car looked to be a Octy, and if Police don't give the ticket and get reported, they lose their jobs here, unlike police in the UK. Here the complaints believe the driver, if there is a complaint, they trap the police using marked notes.

Police here would more than loose their job if it happened it would be national news
