Find someone local to scan with VCDS.  Sounds like its not making boost for some reason.  Perhaps a check of the vacuum pipework going to the turbo first?  Check actuator on the turbo is moving fine?   If you search on here there's a Mr Muscle oven cleaner turbo cleaning guide, which you might find does something for you as all that black smoke is likely to also be clagging the turbo internals with crap.

Still, sounds odd it won't rev over 2,000rpm.  Does it even do this when stood still in neutral?

hi there yeah its the same in neutral mate it will go slightly over the 2k but then the engine makes a diesel knock the the car was fine then the big ends went so the engine was replaced and the turbo got re-coned, but ever since it was all re fitted this prob has been there
