T cut on plastic

I came out to my car the other day, noticing someone had scuffed the bumper.

There is an area of 6inch by 6inch with scratches not fully through to plastic.

Would t cut be ok to use on rear bumper? How effective is t cut, and how hard/ long would you need to spend to remove the scratches.

Really annoys me when people do this to other cars and drive away.

t cut works on any paintwork but will only remove minor abrasions/markings but will not remove scratches...minor scratches can be sometimes be removed by flattening the area with 800/1000 wet n dry dipped in soapy water then polishing back with t cut.
