I use autoglym intensive tar remover, works really well. Just remember to rewax the area after removing the tar as the remover strips the wax off.

Ive heard wd40 is good at getting it off!!

I use Autoglym Intensive Tar Remover as well. Well... I used to. I hadn't used it for over a year and my car was a mess but one application of it got rid of about 80% of the tar. My only tip would be to wipe it off with a damp cloth after a couple of minutes rather than rinsing it off with the hose as this removes much more of the tar.

An alternative though is to use a clay bar which will also remove any other surface contaminants.
