My exhaust tailpipe was gleaming with a mirror finish when I got the car 2 years ago. Now it's covered in soot and other crap and looks rusty in a place or two. It looks a bit tatty now.

Will I have to replace it or is the steel wool likely to restore it to its former glory?

Some #00 grade wire wool & some metal polish like Autosol or AG Metal Polish should see it shiny again...make sure you wear some latex/vinyl gloves as the dirt from exhausts mixed with excess polish is a PITA the get off your hands, under fingernails etc.

id get some sand paper aswell, maybe 600 or 800 and it will take all the heavy stuff then polish with metal polish
