engine overheats at 3000 rpm on hill of motorway, is it the water pump ? the heater is cool and cooling fan only runs if stationary ticking over stops if driven.

all comments appreciated my local garage have had it 9 days and still head scratching!!

they also said that they cannot change thermostat as cover bolts will snap of and claim engine write off if it happens.
