I'd like to know VCDS coding for disabling or at least to make it once in 20 times the washer for lights. It's annoying, spends too much water, and many times with windows open driving slowly I sprayed myself with water and passing by walkers!

So would I. Also, it's the drip wipe that really bugs me. With Rain-X it isn't necessary.

I was looking at the Haynes book of lies, and wondering if disconnecting a specific pin to the wiper relay could get the same effect... ;)

Surely 5 minutes with VCDS is easier (&safer) than disconnecting pins/wires?

I doubt disconnection of a wire will achieve what you want as the ECU's on the car communicate via CANBUS so chances are you'll affect something else as well by messing with wiring.

how difficult and expensive is the VCDS way?

Easy and about 220 quid.

Or free if you already have the Ross-Tech cable and software ;)
