Brake pedal travel

I may be imagining it, but my brake pedal seems to need a bit of an extra "squeeze" before I feel any feedback (i.e., firmness) at speeds less than 30mph.

Over 30mph it's nicely firm and the brakes feel like they have tonnes of bite ready to go.

I should note that the brakes work brilliantly when given a stab at less than 30 - they just "feel" a bit sloppy.

Any ideas? Are the brakes speed sensitive in some way? Could it be EBD doing something?

New discs and pads all around, fluid done about 1,200 miles ago.

I have searched for related postts but can't seem to find any related to this specific thing!

vacuum leak maybe? although I would have thought that would have shown up more at lower rpms than lower road speed.
