Thermostatically controlled radiator fan?

Is this noise being made because the fan needs to come on and is not, because the thermostat is not working, and noise is caused by it trying to switch it on.After a short journey of 10 miles a week ago when got out of car the fan was running, which I thought was strange for such a short journey. Many Thanks for help.

Just back from dealer, says it is the fuel pump cleaning the system.Engine management does not shut down for 3 mins after turn off. Learn something new every day.
