As the title says really,

A friend of mine has just got a Vrs tdi (don't know what year) and he says when accelerating it judders and when it comes to a stop the revs fluctuate ?

Sorry for the vague description I'll try and get some more details.

Sounds like a fuel problem ? Anyone any ideas ?

Fuel pump or air flow meter maybe blocked injectors

The EML hasn't come on but would it still store a fault that would come up in a scan ?

More likely dmf or injector
