When I turn ignition at night my lights do all the side to side up and down movement but when I turn the wheel the head lights stay centred my fogs come on ok

Sounds like you have the cornering fog lights, so correct. Both of them should come on when you go into reverse.

I think the headlight turning happens when travelling at speed, you can notice it on a twisty B road.

You will prob only really notice the lights move when you pull up close behind another car aftre been travelling with "a litthe bit of pace".You will see them move on the back of the car in front,also if you pull into your drive you should see them move on your house/garage/teepe

The don't turn when your stationary.

The headlight turning applies between certain speeds and conditions, they do not move at all when stationary. There is a good write up on AFS here

Funny you should say this as I thought the same for the first couple of weeks (maybe I was paying too much attention to the other traffic & not my prized baby), but then after a little while my eyes began to focus & see the beam which WAS moving & now I just want to watch it (in slight preference to the traffic - LOL).

Just got to say, I still love seeing the lights move, even that funky startup levelling routine, I find myself on a clear road at night turning the wheel just to see them move.

Annoying is people telling me 'you have a fog light out, only two weeks old, where was that made?' when pulling round the corner into work. I love wiping the smile off their face explaining the functionality and asking them if their Merc/Audi/BMW etc does the same. (I am the only company car driver at my place with a Skoda).
