Am I right in thinking non vRS needles dont have a tint?

Tim non VRS needles have a white tint on them see Here and I can confirm that the dash does look uniform in color, cameras just don't do it justice.

Dark_Hero price is very good as there is a lot of work involved. One quick tip to Dark_Hero the red on the rev counter is very bright, what I did on mine was to put some tinted film on the back of the clock film to tone it down a bit.

Yes you can. It's what they have in some of the other models :-)
