to fit the number surround on to the car

Still not sure what you are asking.

If you are asking do they have pre drilled holes then yes they do however they are not always used by the dealers, the only way to be sure is to remove your plates.

If you are using your existing plates then this is irrelevant anyway as you will want to use the current fixings.
