As above really, is the cheap cable that comes packaged with the older versions of VCDS compatible with the 10.6.4 version?

No, or at least not a genuine copy. If it does, it's an illegal cracked version, and you're a) Robbing Ross-Tech, B) Breaking the law, and c) Taking a risk connecting it to your car.

I understand the proper VCDS uses firmware on the cable itself as some sort of security dongle to avoid piracy. There are illegal pirated versions around which cost more than the £10-15 cheapies. Downside is that when you update the software, it no longer works, as the serial number is blacklisted (or something). Plus the developer makes no money to put towards future development of the software. While many suggest Rosstech could add some nasty code to kill your car, I suspect they never would. Although there was some unintentional issue with some airbag controllers that made the 65535 error happen after simply scanning the airbag controller.

You can use VCDS Lite with cheap ebay cable.

An interesting thought. There's certainly been reports of dodgy apps on cd's that come with these cables, presumably downloaded off the net, of which the sole purpose seems to be to kill an ECU. Would be challenging to add the code to VCDS though.

Except you are doing Ross-Tech over! Ross-Tech VCDS 10.6.4 should be used with a Ross-Tech USB HEX CAN cable! End of! (and then you may as well use right up to date version!)

£40 is a bit much for a fake pirated product. £19 on dealextreme, but never bought it or given it a try.

I'd have thought a hacked DLL would do it. I'm not a programmer, but there's a multitude of ways to insert code, if you're that way inclined.

the difference is the 40 quid one works & as for dll hacking there's a chip in the cable socket which also needs "fixing"
