A lead acid cell should deliver 2.2 volts. A "12v" battery has 6 cells so you should have 13.2v. If you cant get more than 12.6v after charging then it is knackered.

So something that's "only" working at 95.45double recurring percent efficiency is knackered is it?

More or less. If it won't stay higher than that, absolutely. The terminal voltage/performance gradient of lead-acid batteries is not linear.
