No, obviously the bulb holders are there but not wired up, it's what you call 'Penny Pinching' same as the single rear fog Light.

I just want to say a big thank you for this guide @seanw! I found it whilst in the inspection centre importing my VRS to Sweden, It was going to fail but thankfully I found this guide and the engineer was a decent guy. He told me to fix it and bring it back in an hour, quick trip to Biltema (Swedish version of Euro Car Parts) and some fettling in the car park and it was sorted. Dual Fog-lights working perfectly, showed him and it was signed off with the new registration issued straight after.
