Measure three times, cut once .....and leave enough of it so it holds itself up they can "sag" if you cut too much away

If you are carving it up to the extent it needs a respray you might consider buying a s/hand damaged one, you can then really go to work on it without fear & if it all works out OK either keep the good one or sell it, undamaged bumpers are always worth a bit

I agree. That way if it goes wrong you still have a bumper. which is always a good thing.
