No.. It is heavy and hard. Some sort of metal.. There is one on the other side as well.

It looks similar to an antivibration pad that was fitted to the old Skoda P100 rear brakes. There again I might be wrong...

Not a balance weight, but looks like one.

I'd say that it is probably to add damping weight to stop rattles as suggested by Salut.
