Isopropyl Alcohol, it's used as a final wipe to remove any grease, tar or wax traces.

APC is an all purpose cleaner you will need to degrease, you can buy this in a supermarket, Daisy is good and twenty pence a bottle, dilute according to use.

So really good wash down and rinse, then treat with APC leave to work, agitate with brush or cloth or something, rinse again and dry. Before spraying wipe down with IPA or substitute I used a sponge applicator substitute (aka new wash sponge) be careful as the Meths ate my wash sponges, leave to dry/flash off and you are all set.

If it makes it easier I have used Methylated Spirit for mine to great result thanks to a recommendation from Chrisrs, wouldn't use it for bodywork but fine to make sure the wheel is ready for spraying.
