If that were in my town it'd be sent to road safety group for review. In the meantime half the drivers would stop, the other half would not stop. The ones that stop would get told by everyone who gets off "the ****** of a driver yesterday drove straight past and made us all walk" the drivers who didnt stop would get called all names under the sun, threats of losing their jobs from passengers etc. After 6 months the council would correct the markings/move the stop.

 

Which group would I be in? Depends on the situation, looking at the photo it is very close to a crossing so I'd be inclined to not stop at the bus stop and hopefully find somewhere not to far along to drop people off. 

There is non mention of stopping or not in the Highway code. It only mentions parking and overtaking in those areas.
