If a 20mph Terminal Sign has a red ring, it is a mandatory sign.  In the past police have tended to prosecute for Due Care & Attention where a 20 limit applied, but with the increase in their numbers this is changing.

 

A new version of the Speed Awareness course has been developed specifically for those caught in 20 limits, the trainers are being trained and a pilot will be starting soon.

 

Most of the rest of the world has urban speed limits in the region of 20 to 25 mph.  We have a good record for road safety overall, but we kill more pedestrians and cyclist than most other European countries as a direct consequence of our higher urban limits.  People in other countries don't have problems keeping to 30 or 40 kph whilst driving the same vehicles.  Does that mean that they are more skilled drivers?

 

In short, 20mph in people areas is intended to become the norm, because casualties are reduced as a result.  It is something we will just have to get used to.

I've heard new EU legislation will be introduced soon -

All mechanically propelled vehicles will need to be preceded by a man on foot waving a red flag to warn the public.

Can you imagine what it's going to be like in 10-20 years. All cars will have some box monitoring speed/position and cameras everywhere. All laws enforceable at all times and no get out. You wont need to pay tax, the state will be rolling in fines income. :think:

Didn't see any last week, but thanks for the heads up.

 

Then again, I go in from the A40 via Headington, and there's no way I could go down Headington Road at anywhere 20. It's down to the hardcore/foundations in places! I've started using the housing estates as the roads are better now.

 

I just stick the cruise on at 20 and trundle along merrily (until a bus or bike cuts me up -_-).

 

It's just another reason to dislike Oxford as a city!
