Before I start I will just say this doesn't happen all the time and when it does it's only after I have been doing town driving (stop, start, changing gear a lot etc).

When I press the clutch when slowing down I get a slight judder/vibration coming what feels like through the pedal.

If I pop it in neutral and come off the clutch the judder/vibration stops.

Is this the start of the clutch going? Or could it be something else?

It's your clutch going my friend. Sometimes the vibration will clear itself and you'll chug around fine for a while but try some in gear acceleration tests in high gear and see if you notice your rev counter rise unexpectedly... Not the end of the world

Did what you said and while in high gear I accelerated to see if it rev's would rise unexpectedly, but it didn't., the car just pulled like it always has done
