He must want a peace of your wallet as much as he wants you to have piece of mind. 

Actually thinking about it, you could probably buy a brand spanking new set of these and get them powder coated for less than £850.

List price I am sure is around £150 a wheel, for a bare loose 17" wheel?  So add on £150 for powdercoating and you have a £750 set of wheels the same. :)
