Brochure quoted mpg vs VCA database

Just checked the quoted fuel consumption figures of my 2010 Octavia vRS CR Estate in the brochure (April 2010) compared to what is quoted on the VCA website and there's a difference - anyone know why that would be?

 

Brochure: Urban - 36.7, Extra Urban - 61.4, Combined - 49.6

VCA site:  Urban - 35.8, Extra Urban - 58.9, Combined - 47.9

If it is in the Public Library it would be in the 'Fiction' section.

 

One example is Fabia MK2 vRS Estates & Hatches, which had a official Kerb Weight from 2010- 2013, and then they (Skoda /VWG)

Corrected the Estates Unladen Weight to 70 KG more than the Hatch, (After all it is 9 3/4 longer and actually really Heavier, Metal, Glass & Plastic.)

not 5 KG less as all the Figures Showed, and salesmen and Motoring Journalists told us for 3 years.)

 

then shortly after Skoda issue new weights for the Hatch making it 5 kg heavier again than the Hatch.

Polo GTI & Seat Ibiza Kerb Weights were also wrong and later revised to the correct heavier weights, but they kept the Official low Emissions Figues..

As it is they Weigh a Sample Basic Vehicle off the Production Line, and then never Update Face Lift Models etc, or to the actual weights.

 

the Seat Ibiza Cupra got a New Version of a Greener Engine in 2013, the same revised engine & management system that was already in the Fabia from 4 months  earlier, 

Seat issued new lower Emission Figures and it dropped a VED class, Skoda did not bother to with the same CTHE engine.

It wasn't so much the quoted figures as rather than why there's a difference.

 

I would have thought that the manufacturer supplies figures to the VCA when a vehicle goes onto the market, but maybe that's not what happens.
