Can I replace rivets with screws?

My batery is not so good can this affect the central locking?

You could only use screws if you drilled new holes next to the rivet holes and used self-tappers but I wouldn't recommend it.  Some people have also used rivnuts but it's not an easy task. Rivnuts also stand slightly proud of the door surface preventing a close fit of the carrier panel.

 

I doubt that the battery is causing your issues if it's good enough to turn the starter motor.
