Am I right in saying this can this be done via VCDS? I'm sure i've read somewhere on here it can?.....

It can.

So is the bulb present but just never activated? Or do you need to put a bulb in as well as code it?

Bulb is present. If you have a MY15 car you need to set the brightness of the bulb as well.

    Thanks for the help and guidance on this folks, I'll have to find someone in Shropshire/West Midlands that has VCDS now and get it programmed in.
