What is this twisted metal?

Hi all,

 

I've been looking at this for ages and I have no idea what it is and if I should be worried about it. It has been like this for a while and I have never got round to asking what it is when the car has been in the garage for anything. The metal appears to be twisted on one side.

 

It looks like it is on top of the power steering rack? It might not be, it just looks like a power steering rack, there seems to be two things that look like this!

 

Can you tell I don't know much about cars? I'm getting there! Only been driving a year.
