After so many ****-ups and poor customer service at a local dealership I am wondering whom to contact to finally get some result?

Already spoke to sales manager of the dealership, is there anyone else higher up?

Skoda UK customer service?

dealership principle is the top guy at the dealer, and a follow up in writing to skoda (try copying the dealer principle in as they tend not to like being talked about to skoda in a negative way)
