I don't know the pros and cons but I've got a hardcut limiter on my fabia set at 4500rpm, sure I've seen you around Newcastle aswell you should come listen to mine :)

Got mine set like a gentle bounce have heard in the long term hardcuts put strain on cam belts and turbos

I've got a hard cut set at 4700rpm, hardly hit it. I'm sure it's fine just don't sit bouncing off it

I have a hard-cut limiter on but never hit it and couldn't tell you what it's set at :p

VAG diesels have a soft governor as standard. The big plus with those is that, when you hit them, the car just stops gaining more speed until you change up.

I have one, if you time it right and just hit the limiter as you change gear you a bang and a huge cloud of smoke which makes most tail Gators immediately back off lol.
