Sluggish aircon - fans not coming on but they respond to VCDS

Ok so I have a 2005 Octavia II.  The aircon has become sluggish to cool and sort of works when moving. It still cools when moving.

 

Ran the engine stationary for 40 minutes with aircon running  - both fans did not come on. I have not heard the fans come on for a while.

 

Checks all fuses for fans - all ok.

 

Plugged in my VCDS no faults. Also ran the VCDS engine output tests spun up the fans no problem (so no fuse, burnout or carbon brush issues)

 

The small fan was replaced a few years ago. The big fan is original.

 

I suspect the big van controls the small one and the speed resistor in the big one has blown.Anyone care to confirm this before I blow £100+ on a new fan.

 

The AC is tolerable as I live in Scotland with not much stop / start town driving but Id like to get it fixed.

Does the bare aluminium pipework near the compressor get cold?

If it's not, the system isn't working.

Check the pressure sensor and connection, on a vehicle that age the sensor could well be shot as could the condenser.

I have washed a condenser/radiator in situ before with a garden hose, being careful not to damage it and the debris that came out was quite something. It improved AC performance and engine cooling noticeably.
