What does this road sign mean?

Does it mean: "no motor vehicles, except for loading and then only between the hours of 11:00pm and 10:30am" or: "no motor vehicles between the hours of 11:00pm and 10:30am, except for loading"?

 

To my mind the second interpretation would make it a rather pathetic "pedestrian zone", if most of the period that it's pedestrianised is when most people are tucked up in bed!  It makes more sense to me to mean: "if you must make a delivery here, do it at night or first thing in the morning."

 

Not that it seems to make much odds - I walk along this street every day on my way to and from work and I've never seen it enforced either way!

However does "loading" also include unloading as I would think that most of the vehicles are delivery new goods to the shops.

Seriously though, the red circle is prohibiting any motor vehicles, so couple that with the one underneath and you have no motor vehicles, except for (un)loading between the hours of 11pm and 10:30am - so to me, a blanket ban on all motorised vehicles, except for deliveries.

That's probably right although being Edinburgh you can probably add - "except when the traffic warden is having a bad day then you're fair game whatever the rules".

It's just the southern end of Castle Street, between Rose Street and Princes Street, that has the prohibition.  The bit of Castle Street behind the camera (heading up to George Street) is open to traffic, hence you can get to and from Rose Street that way perfectly legally.

As I say, I have never seen anyone get ticketed there.

 

And AFAIAA an infringement of the "no motor vehicles" restriction would be a police matter, not for a local authority parking warden to deal with.  And I have seen a police car drive along Rose Street past that junction at 5:30pm (slowly, because there's always lots of pedestrians around then) when there were at least three motor vehicles in the prohibited area, and do squat about it.

Option one. I'll check for any transgressions next time I leave the Ox, it's only round the corner. But that might not be until late next year.

I park there and it is easier now with a Blue Badge but it has been a fiasco in the past as in coming down and then turning.

Blue Badges are just so handy when it comes to parking in Edinburgh as so many that seem to get their hands on one seem to know.

Walking Disabilities or carrying a passenger with such seems to not matter that much.

"We are Edinbvrgh Council, and we hate all motor vehicles except buses and light rail"? ;)
