You know the engine is notorious for that due to the piston / ring design. Lots and lots of threads in these forums plus, a sticky for engine failures back on the main page for the 1.8tsi and 2.0tsi.

It will only get worse I'm afraid with age and mileage (the oil consumption). A good 5W40 to vw 502.00 assuming you are changing at every 16,000km is all that I can really recommend, sounds like you may be using that already.. If your climate is very hot all year round, you could try going higher with oil viscoscity and could ignore the VW certification, if your engine is requiring rebuild anyway and see if you can reduce the consumption. It is at your risk though and you should still use a quality oil.

I changed oil 1 week ago, I checked it morning and it was at minimum, worker said that I have to open engine and it costs 1500GEL about $700... some people advised me to use another oil, I don't know what to do.....

The PCV system fails on that motor.  It's a relatively cheap starting point to change.

The glue holding together the labrynth in the rocker cover degrades over time and fails.  If that happens you will lose a litre every 500km.

If neither of those fix it, then get a wet and dry compression test done.  I don't think a leakdown test will tell you too much.

Also, they need to be driven and not babied.  So if you tend to use low revs & potter around town, try using a bit more throttle and changing at around 3000-3500rpm instead of 2000-2500rpm.  If you have the DSG box then you have to use manual mode.

I wouldn't go much higher than 5w-40 as it may reduce the oil consumption but will starve the turbo bearings.
