Breather pipe problem

I recently noticed a drop in power and the car not boosting like it should, I took a look and the y breather pipe that goes to the  rocker cover has been replaced but the one that goes to a t piece under the inlet manifold has completely broke of the t piece side and has split the other side so I have ordered a new one and will fit as soon as it gets here. Couple of questions could this cause my boosts issues even though it before the turbo? 

Also the other pipe of the t piece under the inlet manifold has been cut and a bolt put in the end where should this be routed to as on a diagram I have seen it looks like it should have a valve and another piece of pipe on. 

any help would be appreciated
