Washer fluid comes out every time Ignition is turned on! Help!

As title every time I turn my ignition on regardless of how long it’s off for rear washer jets spray out fluid for 5 seconds. My rear wiper doesn’t work anymore when using the stall controls however it does work when the fluid is coming out when ignition is turned on. The front wipers work however the front washers don’t. Could it be a faulty stalk? Or something else?
