To answer your question, the ignition timing for the 1.3 engine is -2 degrees at idle.

The original carburetor has a 92.5 jet fuel for the primary stage and a 120 jet fuel for the secondary stage. Any other modification to your carburetor can result in losing power. Any malfunction of the carburetor can significantly decrease the power too.

I note that Quito is 9_000 feet above sea level. This will cause any car to lose power due to the lower air pressure. It may also mean that the manufacturer's recommended timing is wrong for the environment.

 

So what I normally do to set up timing on a mechanical distributor car is:-

  1. Replace spark plugs with a new correctly gapped set.
  2. Fit and gap a new set of contact breaker points.
  3. Go for a drive until the car reaches normal running temperature.
  4. With the engine running adjust the dynamic idle timing by swinging the distributor very slowly until the idle speed is maximised.
  5. If needed, adjust the idle stop to restore the correct idle speed.

I don't know enough about jetting carburetors to attempt to make a recommendation for jet sizes at altitude.

For high altitude jetting should be leaner how much though depends on multiple factors
When i did some dirt biking at around 800m above sea level just screw tuning was enough
Because i liked to run them a bit rich when i went on the mountains the were bogging down and spitting lots of fuel out of the exhaust
So 1 turn on the high speed screw and 1.5 low speed and everything was perfect
I do not know how many adjustments the stock skoda carb has but i would recommend first playing with the screw and then jetting the carb
Also timing will need to be redone after carb adjust
