Recently bought a used Octavia Vrs which from factory was specced with the black pack, 19" Wheels, mirror caps & grill etc, my question is when it comes to insurance should this addition be declared as a modification?

No as it left the factory like that.

It's not a "modification", but it is a "factory option" and should be declared as such. This may cause you issues with getting a quote at all from a meercat or a tenor.

If you buy a car second hand, are you really expected to know what factory options were added to the basic spec when it was originally ordered? 

 

Factory options are not modifications.

 

Modifications are things you do to it after taking delivery of the car, such as remaps, different wheels, etc

Factory Option is clearly that and you give a car reg and the Broker Underwriter asks about Tracker, Alarm etc or any Modifications,

if there are none then that is that,

 Dealer Option which is what Skoda Dealers often fit can be Lowering Springs or Cosmetic Changes, a First Time owner ordering that might know, 

a buyer of a used car may have not a clue what springs were on at the factory, changed at the PDI or replaced since.

@xman @Skoffski - Well, regardless of what you both seem to think, I have been asked "What optional extras are fitted?" when looking for insurance quotes.

On a new car maybe but a second hand car? And how would you even go about finding out if you bought, say a 3 year old car, which may have had more than one owner? Good luck with that.

 

Don't forget to declare the metallic paint btw!

@KenONeill  If you are asked that then surely you answer truthfully and to your knowledge.

If you buy a car and have no idea what was optional or not then it is not possible to answer other than say.

  The car came the way it came i have no idea what was standard or what is an option.
